Why It’s So Hard
In U.S. government contracting, award data (who won) and solicitation or RFP data (what the project was about) often exist in separate systems.
This broken connection means you cannot tell what the project was by just looking at the award record. You only see who won, not what they won. Information about subcontractors is often incomplete too.
That is where Proact comes in. We rebuild that missing link from the bottom up using AI and structured data pipelines.
How It Works (Step by Step)
Step 1: Finding Relevant Opportunities
Our AI starts by identifying relevant solicitations that match your business. It analyzes your website, NAICS/PSC codes, and keywords using natural language processing to understand what you actually do.

We then match that to our five-year database of federal and SLED solicitations to find the most relevant ones. Each recommendation comes from semantic similarity analysis, not just keyword matching. It understands context, such as the difference between “cloud migration” and “software installation.”
Step 2: Checking What You Can Actually Do
You then review those 5 bids and mark which ones you can truly perform using a quick O / △ / X click inside our platform. This quick human feedback loop helps our model fine-tune relevance by combining AI prediction with your real-world capability.

Step 3: Finding Similar Bids from the Past
Next, our system performs a similarity scoring across all federal and SLED solicitations from the past five years. This is where our machine learning models do the heavy lifting, analyzing patterns across millions of data points in seconds.

Step 4: Identifying the Right Agencies and Codes
From the top 1,000 most similar solicitations, our AI extracts and filters unique agency names, NAICS codes, and PSC codes.
This helps pinpoint which agencies consistently post opportunities that align with your business. We go beyond the agency level to identify the specific office that manages the contracts you should target.

Step 5: Connecting the Data (OpenSearch Integration)
We then map each agency to its official Agency ID using OpenSearch. This ensures every recommendation is connected to verified federal data sources, not scraped or incomplete datasets.

This mapping allows us to unify multiple government datasets such as SAM.gov and FPDS under one consistent data layer.
Step 6: Finding the Best Partners
Finally, our Supplier CSV Extraction API calls the backend to generate a list of suppliers that match your filters, including agency ID, NAICS, and PSC combinations.

Then our AI performs multi-layer partner analysis.
- It checks each company’s website, LinkedIn profile, and government capability narrative to understand what they actually do.
